State EWS vs Central EWS Certificate: What Is the Difference?

EWS (Economically Weaker Section) certificates are used by eligible candidates to claim reservation benefits in government jobs and educational admissions. However, candidates often get confused between State EWS and Central EWS certificates.

Although both certificates relate to Economically Weaker Sections, their intended use, applicable government rules and prescribed formats can differ. 4. Central EWS Eligibility Criteria

For Central Government EWS reservation, the applicant must satisfy the applicable category exclusion, income and asset conditions.

Income limit

The familys gross annual income must be below Rs. 8 lakh for the financial year preceding the year of application.

Asset restrictions

  • Agricultural land: 5 acres or more.
  • Residential flat: 1,000 square feet or more.
  • Residential plot in notified municipalities: 100 square yards or more.
  • Residential plot in areas other than notified municipalities: 200 square yards or more.

Holding any of the specified assets at or above the applicable threshold can disqualify the family under the Central EWS asset test, even when the income is below Rs. 8 lakh.

Property held by the family in different locations is clubbed for the asset test. The prescribed family definition includes the applicant, parents, siblings below 18 years, spouse and children below 18 years.

These Central criteria should not automatically be applied to every State EWS scheme without checking the States own rules.

5. What Does the Central EWS Certificate Format Look Like?

The Central EWS Income and Asset Certificate follows the prescribed Annexure-I format under DoPT OM dated 31 January 2019.

The format includes important information such as:

  • Certificate number and date of issue.
  • Name of the applicant and parent or guardian details.
  • Residential and State details.
  • Confirmation that the applicants caste is not recognised as SC, ST or OBC in the Central List, as required by the prescribed wording.

A State-issued certificate can be accepted for Central Government EWS reservation if it is issued in the prescribed Central Government format by an authority competent under the applicable Central instructions and satisfies the relevant recruitment notification.

However, a certificate issued only under a State-specific EWS format should not automatically be assumed acceptable for Central Government employment.

Important: The DoPT FAQ clarifies that States and Union Territories cannot use different formats for Income and Asset Certificates intended for employment under the Government of India. Central EWS reservation is not available to candidates recognised as OBC in the Central List for Central Government EWS benefits. The same exclusion applies to the relevant SC and ST categories.
