बेंगलुरु में 9 World Bank-funded STP Projects को तेजी से पूरा करने की तैयारी
बेंगलुरु में सीवेज ट्रीटमेंट और wastewater management infrastructure को मजबूत करने के लिए 9 World Bank-funded Sewage Treatment Plants यानी STPs के निर्माण कार्य में तेजी लाने की तैयारी है। Bangalore Water Supply and Sewerage Board (BWSSB) ने इन परियोजनाओं की प्रगति की समीक्षा करते हुए अधिकारियों को हर project के लिए स्पष्ट timeline तय करने और construction work को तेज करने के निर्देश दिए हैं।

बेंगलुरु में 9 STP Projects को क्यों किया जा रहा है Fast-Track?
बेंगलुरु में तेजी से बढ़ती आबादी और urban development के साथ wastewater generation भी बढ़ रहा है। शहर में सीवेज treatment capacity को बढ़ाना इसलिए जरूरी हो गया है ताकि untreated या partially treated sewage को lakes, drains और दूसरे water bodies में जाने से रोका जा सके।
इसी उद्देश्य से World Bank की सहायता वाले Karnataka Water Security and Resilience Program के तहत बेंगलुरु में 9 नए sewage treatment plants विकसित किए जा रहे हैं। इनकी संयुक्त treatment capacity 148 million litres per day यानी 148 MLD है।
4 अक्टूबर 2026 को हुई progress review meeting में BWSSB Chairperson Dr N Manjula ने अधिकारियों को इन projects के construction work को accelerate करने और प्रत्येक project के लिए clear timelines निर्धारित करने के निर्देश दिए।
World Bank Program का बड़ा उद्देश्य
World Bank का Karnataka Water Security and Resilience Program लगभग 426 million US dollars के कार्यक्रम के रूप में तैयार किया गया है। इसका उद्देश्य बेंगलुरु और आसपास के क्षेत्रों में water security, wastewater management, flood resilience और lake restoration को मजबूत करना है।
Program के तहत बेंगलुरु की 183 lakes को revive करने, sewage को lakes और drains में जाने से रोकने तथा treated wastewater को दोबारा उपयोग में लाने पर भी जोर दिया गया है।
World Bank के अनुसार इस program से चार million से अधिक लोगों की water security को मजबूत करने का लक्ष्य है। इसके अलावा 100,000 से अधिक households को पहली बार sewerage connections देने की योजना भी program का हिस्सा है।
STP क्या होता है और बेंगलुरु के लिए क्यों जरूरी है?
Sewage Treatment Plant यानी STP ऐसी facility होती है जहां घरों, commercial establishments और अन्य sources से निकलने वाले wastewater को treatment process से गुजारा जाता है। Treatment के बाद पानी की quality को निर्धारित standards के अनुरूप लाने का प्रयास किया जाता है।
बेंगलुरु जैसे बड़े शहर में STPs का महत्व इसलिए अधिक है क्योंकि wastewater की मात्रा लगातार बढ़ रही है। यदि sewage का treatment पर्याप्त क्षमता में नहीं हो तो untreated wastewater drains और lakes में पहुंच सकता है, जिससे water pollution की समस्या बढ़ सकती है।
नए STPs के जरिए sewage treatment capacity बढ़ने से शहर के wastewater management network को मजबूत करने में मदद मिल सकती है। साथ ही treated wastewater को non-potable purposes के लिए reuse करने के अवसर भी बढ़ेंगे।

9 STPs की कुल क्षमता कितनी होगी?
World Bank-funded 9 sewage treatment plants की संयुक्त treatment capacity 148 MLD बताई गई है। इसका अर्थ है कि इन सभी plants के operational होने पर प्रतिदिन कुल 148 million litres तक wastewater treatment capacity उपलब्ध होगी।
ये projects बेंगलुरु के अलग-अलग हिस्सों में wastewater treatment infrastructure को बढ़ाने के लिए बनाए जा रहे हैं। STPs के साथ sewerage networks और wastewater conveyance infrastructure भी महत्वपूर्ण होगा, क्योंकि treatment plant तक sewage पहुंचाना पूरी system efficiency के लिए जरूरी है।
BWSSB ने review meeting में STP construction के साथ sewerage networks, wastewater treatment और water-supply works की भी project-wise समीक्षा की।
किन क्षेत्रों में चल रहे हैं STP और Sewerage Works?
BWSSB की review meeting में Rajarajeshwari Nagar, Dasarahalli, Byatarayanapura, Bommanahalli और Mahadevapura zones में चल रहे STP और sewerage works की progress की समीक्षा की गई।
इन zones में wastewater treatment और sewerage network से जुड़े अलग-अलग projects चल रहे हैं। अधिकारियों को project-wise progress report देने और प्रत्येक काम के लिए निर्धारित timeline के अनुसार construction आगे बढ़ाने के निर्देश दिए गए।
इसके साथ ही local level पर आने वाली समस्याओं पर तुरंत प्रतिक्रिया देने और construction sites पर worker safety को सर्वोच्च प्राथमिकता देने के निर्देश भी दिए गए हैं।
Bengaluru के Water Management में STPs की भूमिका
Bengaluru की water security केवल drinking water supply तक सीमित नहीं है। शहर में इस्तेमाल होने वाले पानी के बाद उत्पन्न wastewater का treatment और reuse भी water management का महत्वपूर्ण हिस्सा है।
Treated wastewater को industrial purposes, landscaping, construction और अन्य non-potable requirements में इस्तेमाल करने से fresh water sources पर दबाव कम करने में मदद मिल सकती है।
World Bank program का focus इसी water-cycle approach पर है, जिसमें wastewater को केवल waste के रूप में देखने के बजाय treatment के बाद एक reusable resource के रूप में इस्तेमाल करने की दिशा में काम किया जा रहा है।
Lakes को Pollution से बचाने में मिलेगी मदद
Bengaluru की कई lakes urban wastewater और stormwater से प्रभावित होती रही हैं। Untreated sewage के lake systems में पहुंचने से पानी की quality खराब हो सकती है और aquatic ecosystem पर भी असर पड़ सकता है।
नए STPs का एक प्रमुख उद्देश्य sewage को treatment system तक पहुंचाना और untreated wastewater के direct discharge को कम करना है। World Bank program में Bengaluru की 183 lakes के revival को भी प्रमुख component बनाया गया है।
हालांकि केवल STP बनाना पर्याप्त नहीं होगा। Sewerage connections, pipeline networks, regular operation and maintenance तथा treatment standards का पालन भी जरूरी होगा ताकि पूरी wastewater management chain प्रभावी तरीके से काम करे।
Sewerage Connections भी होंगे महत्वपूर्ण
World Bank-supported program में केवल STPs का निर्माण ही नहीं बल्कि sewerage connections बढ़ाने का भी लक्ष्य है। World Bank के अनुसार 100,000 से अधिक households को पहली बार sewerage connections उपलब्ध कराने की योजना है।
इसका महत्व इसलिए है क्योंकि यदि किसी property से sewage treatment network तक नहीं पहुंचता और wastewater stormwater drains में चला जाता है, तो केवल नए STP की capacity बढ़ाने से pollution की समस्या पूरी तरह हल नहीं होगी।
इसलिए sewer lines, household connections, pumping infrastructure और STPs को एक integrated system के रूप में विकसित करना जरूरी है।
Bengaluru में Sewage Treatment की मौजूदा चुनौती
Bengaluru में sewage generation और treatment capacity के बीच gap लंबे समय से infrastructure planning की चुनौती रहा है। सितंबर 2026 की रिपोर्ट के अनुसार शहर में प्रतिदिन करीब 2,580 MLD sewage generate होने का अनुमान था और उस समय लगभग आधा sewage ही treat हो पा रहा था।
Karnataka सरकार और BWSSB ने अब phased roadmap के जरिए आने वाले वर्षों में treatment capacity बढ़ाने का लक्ष्य रखा है। नए STPs के अलावा existing plants को upgrade करने और sewerage infrastructure को expand करने पर भी काम किया जा रहा है।
इस broader roadmap में 2029 तक Bengaluru के sewage treatment system को अधिक व्यापक बनाने का लक्ष्य रखा गया है। इसलिए World Bank-funded 9 STPs शहर की overall wastewater infrastructure expansion का एक हिस्सा हैं।
STP Projects में अब Timeline पर खास जोर
BWSSB Chairperson ने review meeting में अधिकारियों को हर project के लिए timelines establish करने के निर्देश दिए हैं। इसका उद्देश्य construction delays को कम करना और projects को निर्धारित schedule के अनुसार आगे बढ़ाना है।
Project monitoring के दौरान construction progress, sewerage network, wastewater treatment और water supply works को अलग-अलग project level पर track किया जा रहा है।
Local concerns को promptly address करने के निर्देश भी दिए गए हैं। इससे construction work के दौरान नागरिकों को होने वाली असुविधाओं और project-related issues को जल्दी resolve करने का प्रयास किया जाएगा।
Worker Safety को भी दी गई प्राथमिकता
STP construction और sewerage infrastructure projects में excavation, heavy equipment, underground pipelines और construction activities शामिल होती हैं। इसलिए BWSSB ने project implementation के दौरान worker safety को highest priority देने के निर्देश दिए हैं।
Infrastructure projects की speed बढ़ाने के साथ safety standards बनाए रखना भी जरूरी है। अधिकारियों को construction sites पर safety measures और workers की सुरक्षा पर विशेष ध्यान देने के लिए कहा गया है।
Treated Wastewater का दोबारा इस्तेमाल
Bengaluru जैसे water-stressed शहर के लिए wastewater reuse future water management strategy का महत्वपूर्ण हिस्सा बन सकता है। Treatment के बाद उपलब्ध पानी को drinking purpose के बजाय उन activities में reuse किया जा सकता है जहां potable water की आवश्यकता नहीं होती।
World Bank program treated wastewater को industrial purposes और groundwater recharge से जोड़ने की दिशा में काम कर रहा है। इससे fresh water sources पर dependency कम करने और water cycle को अधिक circular बनाने में मदद मिल सकती है।
