Overview: Capital Assistance Scheme

A specialized capital investment incentive framework administered through Central and State Directorate of Industries to reduce upfront capital acquisition costs for micro, small, and medium manufacturing units installing advanced plant and machinery.

What is the Capital Assistance Scheme?

The Capital Assistance Scheme provides an upfront, non-repayable capital investment subsidy on eligible investments made in factory buildings, new industrial plant, and modern production machinery. The initiative incentivizes modernization, elevates technological benchmarks, and relieves initial debt burdens for emerging industrial setups and existing units undergoing modernization or physical capacity expansion.

Subsidy Patterns & Investment Slabs

Enterprise Category Capital Investment Subsidy Maximum Financial Ceiling
Micro Enterprises Up to 25% of eligible plant and machinery cost Up to ₹25.00 Lakh
Small Enterprises Up to 20% of eligible plant and machinery cost Up to ₹50.00 Lakh
Medium Enterprises Up to 15% of eligible plant and machinery cost Up to ₹75.00 Lakh
Special Focus Units (Women, SC/ST, Aspirational Zones) Additional 5% grant on verified capex outlays Included within maximum capex caps

Key Advantages of Capital Assistance

  • Direct Capex Offset: Lowers the net acquisition price of new production lines, automated machinery, and quality control systems.
  • Lower Debt Burden: Subsidies are credited directly against the term loan account, lowering recurring monthly EMI obligations.
  • Technological Upgrade: Facilitates transition from manual production systems to automated, energy-efficient manufacturing lines.
  • Expansion & Modernization Scope: Applicable both for setting up brand-new factories (greenfield) and substantial capacity expansion of existing plants (brownfield).

Eligibility Criteria

  • Must qualify as a valid Micro, Small, or Medium Enterprise with an active Udyam Registration Certificate.
  • Primarily targeted at manufacturing units actively engaged in physical value-addition activities.
  • Machinery purchased must be brand-new, energy-efficient, and directly deployed in industrial manufacturing (second-hand machinery is strictly excluded).
  • Plant and machinery financing must be tied to a sanctioned commercial term loan from a scheduled commercial bank or approved financial institution.
  • Unit must hold all statutory state pollution control board clearances and factory licenses.

Step-by-Step Online Application Process

  1. Complete the physical installation and trial commercial production run of the sanctioned machinery.
  2. Visit the official State Directorate of Industries or Central MSME single-window clearance portal (msme.gov.in).
  3. Register your enterprise using your official Udyam Registration credentials.
  4. Upload mandatory documentation: Term loan sanction letter, original equipment purchase invoices, proof of machinery delivery, chartered accountant (CA) capex certificate, and pollution clearances.
  5. A joint physical inspection of the installed machinery is conducted by designated technical officers from the District Industries Centre (DIC).
  6. Following administrative clearance, the approved subsidy is released directly to the lending bank to credit against the term loan principal.
