Overview: Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE)
A statutory credit delivery mechanism jointly instituted by the Ministry of MSME and the Small Industries Development Bank of India (SIDBI) to replace physical collateral requirements with a sovereign credit safety net.
How Does the CGTMSE Framework Operate?
The CGTMSE mechanism enables credit underwriting solely on business viability rather than the mortgage of immovable assets. Under this institutional architecture, Member Lending Institutions (MLIs) extend fund-based term loans, project debt, and operational working capital lines up to ₹5 Crore. In the event that a borrower defaults due to genuine operational headwinds, the Trust covers up to 85% of the outstanding dues directly with the lender.
Guarantee Coverage & Fee Structure
| Enterprise Category | Maximum Credit Limit | Guarantee Cover Ratio | Annual Guarantee Fee (AGF) Range |
|---|---|---|---|
| Micro Enterprises (Up to ₹50 Lakh) | ₹50 Lakh | 85% | 0.37% – 0.75% p.a. |
| Women / SC / ST / ZED Units | Up to ₹500 Lakh | 85% | Concessional fee tariffs |
| Units in NER, J&K, and Ladakh | Up to ₹500 Lakh | 80% – 85% | Concessional fee tariffs |

- Broad Institutional Footprint: Backed across Public Sector Banks, Private Commercial Banks, Regional Rural Banks (RRBs), Small Finance Banks, and listed NBFCs.
