Overview: Credit Linked Capital Subsidy Scheme (CLCSS)
A premier modernization program established by the Ministry of Micro, Small and Medium Enterprises (MSME) to facilitate technological upgrades in micro and small production units by providing an upfront capital grant on institutional term credit.
What is the CLCSS Scheme?
The Credit Linked Capital Subsidy Scheme (CLCSS) aims to modernize the manufacturing processes of Micro and Small Enterprises (MSEs). By offering a direct 15% upfront capital subsidy on institutional term debt availed for inducting state-of-the-art machinery and certified technical processes, it helps domestic units lower production costs, boost export readiness, and phase out obsolete manufacturing practices.
Key Scheme Highlights

Core Benefits of the CLCSS Scheme
- Significant Capex Relief: Up to ₹15 Lakh upfront capital subsidy directly lowers capital debt, bringing down interest and amortization loads.
- Accelerated Factory Automation: Allows units to acquire cutting-edge computer-numerical-control (CNC), robotic, or high-precision equipment without capital strain.
- Quality & Export Competitiveness: Higher technical capability ensures compliance with international testing standards, opening foreign export avenues.
- TDR Security Mechanism: Sanctioned capital funds are parked in a Term Deposit Receipt (TDR) for a 3-year holding term before being liquidated against the borrower's principal loan balance.
Eligibility Criteria
- Enterprise must be legally classified as a Micro or Small Enterprise (MSE) under the MSMED statutory definitions.
- Must hold a valid, verified Udyam Registration Certificate.
- Applies to existing units modernizing established production lines, as well as new greenfield units installing recognized modern equipment.
- Plant and equipment procured must be brand new; refurbished or pre-owned machinery is strictly non-compliant.
- Borrowing entity must secure institutional term debt from eligible Member Lending Institutions (MLIs).
Step-by-Step Application Process
- Prepare a detailed Technology Upgradation Project Report highlighting the technical superiority and energy-efficiency metrics of the machinery to be acquired.
- Apply for an equipment term loan with an approved scheduled commercial bank or state financial corporation.
- Instruct the lending institution to register and upload the capital subsidy dossier onto the Online CLCSS Tracking Portal.
- The nodal agency (such as SIDBI or NABARD) scrutinizes the technical eligibility, vendor invoices, and compliance paperwork.
- Following formal sanction, the Ministry releases the subsidy grant to the lending institution to offset the applicant's credit liabilities.
