Eligibility Criteria
- Formation of a Special Purpose Vehicle (SPV) comprising at least 20 registered MSE units located within a contiguous geographical cluster.
- No individual shareholder within the SPV can hold more than 10% of total equity.
- All member enterprises must hold active, verified Udyam Registration Certificates.
- The proposed CFC land must be legally owned or leased on a long-term tenure (minimum 30 years) by the State Agency or SPV.
Step-by-Step Project Sanction Process
- Mobilize regional MSEs into a registered corporate Special Purpose Vehicle (SPV) under Section 8 of the Companies Act.
- Draft a Comprehensive Diagnostic Study (DSR) and Detailed Project Report (DPR) detailing user demand and operational viability.
- Submit the cluster proposal through the state government nodal agency or direct via the cluster.dcmsme.gov.in online portal.
- The proposal is reviewed by the State Level Steering Committee (SLSC) and forwarded to the National Level Steering Committee (NLSC) under the Ministry of MSME.
- Upon clearance, central grant funds are disbursed in tranches to the SPV escrow account to initiate civil construction and machinery procurement.
