योजना विवरण

Rashtriya Bal Swasthya Karyakram (RBSK)

Rashtriya Bal Swasthya Karyakram (RBSK) is a child health screening and early intervention programme implemented under the National Health Mission. It aims to identify selected health conditions at an early stage and connect children with appropriate treatment, support, referral and follow-up services.

What is RBSK?

RBSK follows a systematic approach to screen children from birth to 18 years for selected health conditions. The programme focuses on the early identification and management of the 4 Ds—Defects at Birth, Diseases, Deficiencies and Developmental Delays including disabilities.

Children identified with health conditions can be referred for further assessment and treatment through District Early Intervention Centres (DEICs) and higher-level health facilities. Selected conditions may require specialized or surgical treatment at secondary or tertiary care facilities.

The 4 Ds Covered Under RBSK

  • Defects at Birth: Selected congenital conditions and birth defects that can affect a child's health and development.
  • Diseases: Selected childhood diseases that can be detected through screening and managed through appropriate healthcare services.
  • Deficiencies: Nutritional and other health deficiencies such as anaemia and selected vitamin or micronutrient deficiencies.
  • Developmental Delays: Delays or disabilities related to motor, cognitive, language, behaviour, hearing, vision and other areas of development.

Key Benefits of RBSK

  • Early health screening of children from birth to 18 years.
  • Early identification of selected childhood health conditions.
  • Referral to appropriate healthcare facilities for further evaluation.
  • Free treatment and intervention for covered health conditions under the programme.
  • Specialized treatment and surgical interventions for eligible conditions where required.
  • Follow-up and early intervention services through District Early Intervention Centres.
  • Helps reduce the financial burden and out-of-pocket healthcare expenditure for eligible families.

Who Can Benefit from RBSK?

Children from birth to 18 years of age are covered under the RBSK screening framework. Different screening mechanisms are used according to the child's age and setting, including health facilities, Anganwadi Centres and government schools.

How are Children Screened?

Newborn Screening

Newborns can be screened for selected birth defects at delivery points. Community-level screening and follow-up may also involve frontline health workers such as ASHA workers.

Anganwadi Screening

Children in the relevant age group attending Anganwadi Centres are screened through designated health teams for selected health conditions.

School Screening

School-going children are screened through Mobile Health Teams in government schools and other designated settings as part of the programme's child health screening system.

Mobile Health Teams

Mobile Health Teams (MHTs) play an important role in community-level screening. They visit designated Anganwadi Centres and government schools to identify children who may require further examination, referral or intervention.

District Early Intervention Centres (DEIC)

Children identified through screening can be referred to District Early Intervention Centres for assessment, management, counselling and follow-up. DEICs provide a coordinated point for early intervention and help link children with higher-level services when specialized treatment is required.

Treatment and Referral Support

RBSK is not limited to screening. Children identified with selected conditions can be linked to appropriate medical and surgical management. The programme provides pathways to secondary and tertiary healthcare facilities for cases requiring specialized intervention, including eligible surgical procedures and other advanced services.

How to Access RBSK Services

  1. Children can be screened through the designated RBSK health screening system.
  2. Parents or caregivers can contact the nearest government health facility or designated health worker for information about screening services.
  3. Children identified with a suspected condition may be referred for further examination.
  4. Where required, the child may be referred to a District Early Intervention Centre or an appropriate higher-level healthcare facility.
  5. Eligible children can receive applicable treatment, intervention and follow-up services under the programme.

Conditions Identified Through RBSK

RBSK screening covers a range of selected conditions. These can include congenital heart conditions, cleft lip and palate, club foot, congenital cataract, hearing problems, anaemia, severe acute malnutrition, dental problems, vision impairment, developmental delays, behavioural disorders and other specified childhood health conditions.

Important Points

  • RBSK focuses on early identification and intervention rather than only treating illness after it becomes severe.
  • The programme covers children from birth to 18 years through age-appropriate screening mechanisms.
  • Only selected health conditions covered under the programme are included in its screening and intervention framework.
  • Children requiring specialized care can be referred to higher-level health facilities.
  • Parents should follow the referral and follow-up advice provided by the designated healthcare team.

Conclusion

Rashtriya Bal Swasthya Karyakram (RBSK) provides an important framework for detecting childhood health problems at an early stage and connecting children with timely care. By combining community screening, early intervention, referral and specialized treatment, the programme aims to improve children's health, development and quality of life while reducing the financial burden on families.
