योजना विवरण
Overview: MSE-CDP - Infrastructure Development (ID) Component
A specialized capital grant framework under the Ministry of MSME dedicated to setting up modern, greenfield industrial estates, multi-storey flatted factory complexes, and upgrading existing industrial corridors exclusively for micro and small manufacturing units.
What is MSE-CDP Infrastructure Development?
The Infrastructure Development (ID) component under MSE-CDP addresses the critical scarcity of developed industrial plots and ready-to-move factory sheds for small entrepreneurs. The Government of India provides extensive grant assistance—covering up to 70% of project costs—to State Infrastructure Corporations, Industrial Development Authorities, and industry Special Purpose Vehicles (SPVs) to develop roads, captive power sub-stations, water networks, common effluent treatment plants (CETPs), and plug-and-play flatted industrial parks.
Grant Ceilings & Financial Assistance Patterns
| Infrastructure Category | Maximum Project Cost | Government Grant Pattern |
|---|---|---|
| New Greenfield Industrial Estate | Up to ₹15.00 Crore | 60% of project cost (70% for NER, Island territories, Hill States & Aspirational Districts) |
| Multi-Storey Flatted Factory Complex | Up to ₹10.00 Crore | 60% of project cost (70% for special category zones and SC/ST/Women dominant parks) |
| Upgradation of Existing Industrial Corridors | Up to ₹10.00 Crore | 60% of project cost (70% for North East and Himalayan States) |
Core Benefits of Infrastructure Grants
- Plug-and-Play Flatted Factories: Vertical industrial spaces featuring pre-installed three-phase power lines, heavy freight elevators, and clean utility pipelines for non-polluting micro units.
- Dedicated Industrial Utilities: Comprehensive funding covering arterial concrete roads, stormwater drainage, high-tension electrical substations, and raw water treatment plants.
- Integrated Pollution Control: Grants subsidize the civil setup of Common Effluent Treatment Plants (CETPs) and sewage treatment works, safeguarding micro units against environmental shutdown notices.
- Subsidized Plot Allocation: Because projects are heavily subsidized by central funds, plots and ready-to-move factory bays are allotted to MSEs at below-market rates.
Eligibility Criteria
- Proposals must be sponsored through State Infrastructure Development Corporations (SIDC), State Directorate of Industries, or a registered Special Purpose Vehicle (SPV) comprising active MSE units.
- All participating units in the industrial estate or flatted park must hold valid Udyam Registration Certificates.
- The minimum land requirement for a new industrial estate is generally 10 acres (relaxed to 2-4 acres for flatted factory complexes and hilly/NER regions).
- The project site must have encumbrance-free title ownership or long-term statutory lease clearance (minimum 30 years).
Step-by-Step Approval & Execution Process
- The State Nodal Agency or industry SPV prepares a Detailed Project Report (DPR) incorporating land valuation, layout engineering, civil cost estimates, and tenant projections.
- The DPR and state contribution commitment are uploaded through the online single-window engine at cluster.dcmsme.gov.in.
- The proposal undergoes technical appraisal by the State Level Steering Committee (SLSC) chaired by the State Principal Secretary (Industries).
- Following SLSC clearance, the project is examined and formally sanctioned by the National Level Steering Committee (NLSC) under the Ministry of MSME.
- Central grant funds are disbursed in structured milestones into a dedicated project escrow account to execute civil works and utility commissions.
