  • The project site must have encumbrance-free title ownership or long-term statutory lease clearance (minimum 30 years).

Step-by-Step Approval & Execution Process

  1. The State Nodal Agency or industry SPV prepares a Detailed Project Report (DPR) incorporating land valuation, layout engineering, civil cost estimates, and tenant projections.
  2. The DPR and state contribution commitment are uploaded through the online single-window engine at cluster.dcmsme.gov.in.
  3. The proposal undergoes technical appraisal by the State Level Steering Committee (SLSC) chaired by the State Principal Secretary (Industries).
  4. Following SLSC clearance, the project is examined and formally sanctioned by the National Level Steering Committee (NLSC) under the Ministry of MSME.
  5. Central grant funds are disbursed in structured milestones into a dedicated project escrow account to execute civil works and utility commissions.
