What Is the PM-VBRY Scheme?

PM-VBRY is an employment-linked incentive programme launched by the Government of India under the Ministry of Labour and Employment. Its purpose is to promote formal employment, increase EPFO coverage and encourage employers to recruit additional workers.

The scheme has two components. Part A provides incentives to eligible first-time employees joining the formal workforce. Part B provides financial incentives to eligible employers for generating additional employment and retaining qualifying employees.

How Much Incentive Will a New Employee Receive?

Under Part A, an eligible first-time employee can receive an incentive equivalent to one months EPF wage, subject to a maximum of ₹15,000. The benefit is paid in two instalments rather than as a single immediate payment.

Payment Stage Condition Incentive
First Instalment After completion of six months of continuous employment and required EPFO records Up to ₹7,500
Second Instalment After completion of twelve months of continuous employment and the prescribed financial literacy programme Remaining eligible amount, subject to the ₹15,000 total cap

The final incentive depends on the employees eligible EPF wage and the scheme rules. The total benefit cannot exceed ₹15,000. A portion of the incentive is placed in a designated savings instrument or account for a specified period to encourage savings and financial security.

Who Is Eligible for PM-VBRY Employee Incentive?

The employee incentive under Part A is meant for first-time employees entering EPFO-covered formal employment. Candidates should check all the following conditions before expecting payment:

  • The employee must qualify as a first-timer under the PM-VBRY guidelines.
  • The employees gross monthly wage at the time of joining must be up to ₹1,00,000.
  • The employee must join an eligible establishment covered under the EPF and MP Act, 1952.
  • The employee must have an Aadhaar-authenticated Universal Account Number (UAN).
  • UAN authentication must be completed through Face Authentication Technology using the UMANG App, as prescribed by EPFO.
  • The employer must submit the required Electronic Challan-cum-Return (ECR) and EPF contributions.
  • The employee must complete the required period of continuous service with the same establishment.
  • The prescribed financial literacy programme must be completed for the second instalment.

Who Is Considered a First-Time Employee?

A first-time employee is a person entering EPFO-covered formal employment for the first time and meeting the definition and conditions specified in the PM-VBRY guidelines. Merely joining a new company does not automatically make an existing EPFO member a first-time employee.

Applicants should check their previous EPFO membership and service history before assuming eligibility. If a person already has an EPFO membership or has worked in an EPFO-covered establishment earlier, the first-timer condition may not be satisfied. The final decision will depend on the scheme guidelines and EPFO records.

PM-VBRY Online Registration 2026: How Can Employees Get the Incentive?

PM-VBRY uses an EPFO-linked digital system. Employees generally do not submit a separate public application form to claim the Part A incentive. The employers establishment registration and ECR compliance, the employees UAN authentication and the required employment period are important parts of the process.

Step 1: Check Your EPFO Membership

First, confirm whether you have previously been registered as an EPFO member. Check your UAN and service history through the official EPFO member services. This is important because Part A is intended for eligible first-time employees.

Step 2: Activate and Authenticate Your UAN

Your UAN must be Aadhaar-authenticated. Complete the prescribed Face Authentication Technology process through the UMANG App. Follow the current EPFO instructions for UAN generation or authentication.

Step 3: Confirm Your Employer Is Registered With EPFO

The establishment where you work must be covered under the applicable EPF law and fulfil PM-VBRY requirements. The employer is responsible for the establishment-related compliance and submission of required details.

Step 4: Verify Your Bank and Aadhaar Details

Check that your Aadhaar details and bank account information are accurate and that the bank account is eligible for the prescribed Aadhaar-based DBT payment process. Incorrect or mismatched details may affect benefit delivery.

Step 5: Complete Six Months of Continuous Employment

Continue working with the same establishment for the required period. Your employer must file the relevant ECRs and EPF contributions. The first instalment becomes due only after the required six-month conditions are met and verified.

Step 6: Complete Twelve Months and Financial Literacy Programme

To qualify for the second instalment, complete twelve months of continuous employment with the same establishment and the prescribed financial literacy programme. Check the EPFO portal for the applicable course and instructions.

Step 7: Check Incentive Status and Payment

Monitor the official PM-VBRY or EPFO-linked portal and verify that your employment and authentication details are correctly recorded. Eligible employee payments are made through DBT to the Aadhaar-linked bank account under the prescribed payment system.

Does the Employer Need to Register Separately?

Employers have responsibilities under PM-VBRY that are different from the employees UAN and service requirements. Establishments must fulfil the applicable registration, PAN, GST and bank-account information requirements and regularly file ECRs with the required contributions.

Existing EPFO-registered establishments with a unique employer code are treated as deemed registered under the scheme from 1 August 2025, subject to providing the prescribed establishment details. Employers should verify their status and complete any pending information through the official EPFO employer system.

What Incentive Will Employers Receive?

Under Part B, eligible employers can receive incentives for generating additional employment above the prescribed baseline and meeting the employee retention and compliance conditions.

EPF Wage of Additional Employee Employer Incentive
Up to ₹10,000 Up to ₹1,000 per month
Above ₹10,000 and up to ₹20,000 ₹2,000 per month
Above ₹20,000 and up to ₹1,00,000 ₹3,000 per month

The employer incentive is generally available for two years. Eligible manufacturing establishments can receive the incentive for the third and fourth years as well, subject to scheme conditions. Employers must meet the prescribed additional-employment threshold: at least two additional employees for establishments with a baseline below 50 employees, and at least five additional employees for establishments with a baseline of 50 or more.

What Is the Last Date for PM-VBRY Registration?

The scheme guidelines specify a registration period from 1 August 2025 to 31 July 2027. Employment generated during this period is considered for determining the applicable eligibility, threshold and incentive calculations, subject to the scheme conditions.

The registration period is not the same as an individual employees six-month or twelve-month service requirement. Employees and employers should follow the relevant scheme timelines and EPFO instructions. Employment generated after the registration period will not receive incentives under the scheme, although it may be considered for certain employer threshold calculations as provided in the guidelines.
